General rules for the application and issuance of pollutant discharge permits issued

[China Packaging News] according to the measures for the administration of pollutant discharge permits (for Trial Implementation) and the catalogue of classified management of pollutant discharge permits from fixed sources (2017 Edition), a pollutant discharge permit can be issued in accordance with the general provisions under any of the following circumstances:

1 the circumstances listed in Article 6 of the catalogue of classified management of pollutant discharge permits from fixed sources (2017 Edition), Including: those listed in the list of key pollutant discharge units (the local competent environmental protection department at or above the municipal level divided into districts shall identify the pollutant discharge units that implement the key management of pollutant discharge permits as key pollutant discharge units); The single annual emission of sulfur dioxide and nitrogen oxide is greater than 250 tons; The annual emission of smoke and dust is greater than 1000 tons; The annual emission of chemical oxygen demand is more than 30 tons; The total annual emission of ammonia nitrogen, petroleum and volatile phenol is more than 30 tons; The pollution equivalent of other single toxic and harmful air and water pollutants is greater than 3000; (the pollution equivalent is calculated according to the environmental protection tax law of the people's Republic of China)

2 some of them are listed in the catalogue of classified management of discharge permits of fixed pollution sources (2017 Edition), but belong to industries with simplified management (such as the manufacturing industry of sanitary materials and medical supplies)

3 industries not specified in the industrial technical specifications (such as lime manufacturing industry in the cement industry)

4 for industries that have not yet prepared technical specifications, if local governments need to issue certificates in advance, they can issue certificates with reference to the general provisions

in short, if there are industrial technical specifications, the industrial technical specifications shall be implemented; If there is no industrial technical specification, the certificate shall be issued in accordance with the newly issued general provisions. Of course, because the general requirements in the general provisions can reflect the principles and basic ideas of the reform of the emission permit system, it can also be used as a reference for local license issuing authorities and enterprises that need to apply for emission permits

according to the requirements of the measures for the administration of pollutant discharge permits (for Trial Implementation), and taking into account the characteristics of various industries, the general provisions gives the filling requirements for the basic information of pollutant discharge units, main products and production capacity, main raw and auxiliary materials and fuels, production and discharge nodes, pollutants and pollution treatment facilities, pollutant discharge, etc. in the pollutant discharge permit application form, so as to guide pollutant discharge units to fill in the pollutant discharge permit application form

the framework of the general provisions is basically the same as that of the technical specifications for license application and issuance of other industries. The difference is that the application and issuance procedures are visualized for the first time, and the process of application and issuance is expressed in the form of a flow chart, which is more convenient for pollutant discharge units and license issuing authorities to understand:

in addition, the general provisions also strengthens the requirements for leakage and leakage prevention measures:

pollutant discharge units involving toxic and harmful pollutants, Corresponding prevention and control measures should be taken for the leakage and leakage risk points that may pollute soil and groundwater, including:

A) source control

corresponding anti leakage and leakage measures should be taken for the storage and transportation, production and processing of toxic and harmful substances, especially liquid or powdery solid substances, sewage treatment and solid waste stacking

b) zoning prevention and control

the anti-seepage requirements of raw and auxiliary materials and fuel storage areas, production unit areas, transmission pipelines, sewage treatment facilities, and solid waste storage areas should meet the requirements of national and local standards and anti-seepage technical specifications

c) leakage and leakage detection

configure leakage and leakage detection devices, cathodic protection system and other anti-corrosion devices for pipelines and storage tanks, and regularly check the hidden dangers of leakage and leakage risk points

the following are some key points of each chapter of the general provisions, which can be used for reference by relevant pollutant discharge units and license issuing authorities:

1 main products and production capacity

pollutant discharge units should determine the pollutant discharge units according to their actual situation. They should fill in the main production units, main processes, main production facilities, main production facility numbers, facility parameters, product names, production capacity and measurement units, design annual production time and others

the main production units are divided into main works, utilities, auxiliary works and storage and transportation works. Facility parameters should be filled in according to the actual situation of the industry, which can characterize the production capacity of the facility, such as design production capacity, processing capacity, size, rated power, volume, etc

for the pollutant discharging unit, fill in the internal production facility number. If the pollutant discharging unit has no internal production facility number, number and fill in according to the coding rules for pollutant discharging units (hj608) (hereinafter referred to as the coding rules)

production capacity refers to the design capacity of main products, excluding the capacity eliminated or banned by the national or local government

2 main raw and auxiliary materials and fuels

when the pollutant discharge unit applies for a license, it should fill in the specific substance names according to the types of raw materials, auxiliary materials and fuels. If chemicals are involved, fill in the chemical name and CAS number

the "toxic and harmful elements" mentioned in the proportion of toxic and harmful elements refers to the pollutants that directly or indirectly cause the disease, abnormal behavior, genetic variation, physiological dysfunction, body deformation or death of the organism or its descendants after ingestion into the body as specified in the guiding opinions on strengthening the preparation and revision of national pollutant emission standards

the scope of toxic pollutants includes substances listed in the catalogue of highly toxic chemicals (see Appendix) and "class I pollutants" in the integrated wastewater discharge standard (including total mercury, alkyl mercury, total cadmium, total chromium, hexavalent chromium, total arsenic, total lead, total nickel, benzo[ α] Pyrene, total beryllium, total silver, total α Radioactivity, total β Radioactivity, etc.) and pops, etc. Scientific research shows that other substances with the above characteristics are toxic pollutants

3 production and discharge links and treatment facilities

a) production and discharge links and corresponding pollutant types

production and discharge links are the names of production and discharge links corresponding to production facilities, which are comprehensively determined according to national and local pollutant discharge standards, environmental impact assessment documents and approval opinions

the types of pollutants are the pollutant items in the emission standards, which are determined according to the national and local pollutant emission standards

b) pollution control facilities

waste gas pollution control facilities are divided into dust removal system, desulfurization system, denitration system, odor control system, other waste gas collection and treatment systems, etc

c) pollution control process

1) dust removal facilities: dust removal facilities are mainly electrostatic precipitators, bag filters and electrostatic bag composite filters

2) desulfurization facilities: when the organic sulfur and sulfide sulfur content of raw and auxiliary fuels are low, no purification measures can be taken to meet the emission requirements; When the content of organic sulfur and sulfide sulfur in raw and auxiliary fuels is high, desulfurization facilities (dry, semi dry, wet desulfurization) should be adopted

3) denitration facilities: denitration facilities are used for NOx treatment. At present, denitration treatment facilities are low nitrogen burner, SCR, SNCR denitration facilities, and the pollutant discharge unit can choose according to the actual situation

4) odor treatment facilities: choose water washing, absorption, oxidation, activated carbon adsorption, filtration, or other measures according to the actual situation of the sewage unit

5) other waste gas collection and treatment facilities: take corresponding measures according to the actual emission of organic waste gas, acid-base waste gas, and other contradictory gases

d) number of pollution control facilities and organized discharge outlet

number of pollution control facilities fill in the internal number of the pollutant discharge unit. If the pollutant discharge unit has no internal number, number and fill in according to the coding rules. The number of the organized discharge outlet can be filled in the existing number of the local competent environmental protection department, or numbered and filled in according to the coding rules. After completing the filling, the platform will automatically generate a unified and standardized number of pollution treatment facilities and discharge outlet according to the number filled by the pollutant discharge unit

e) requirements for the setting of discharge outlets

according to the technical requirements for the standardized regulation of discharge outlets (Trial) (Environmental Protection Administration [1996] No. 470), as well as the provisions on the standardized setting of discharge outlets in the pollutant discharge standards implemented by the pollutant discharge units, fill in and report whether the setting of waste gas discharge outlets meets the standardized requirements

f) type of exhaust outlet

exhaust outlet is divided into main outlet, general outlet and other outlets. In principle, the corresponding discharge outlets of industrial furnaces and kilns in the main project, the main reaction equipment of chemical sewage discharge units, fuel boilers and gas turbine units with an output of 10t/h and above in public works, and pollution sources equivalent to the pollutants discharged by boilers and gas turbine units with an output of 10t/h and above are taken as the main discharge outlets; For the pollution sources with relatively small pollutant emissions in the main works, auxiliary works and storage and transportation works, the corresponding discharge outlet is taken as the general discharge outlet; The discharge outlets that are not explicitly required by the pollutant emission concentration limits in the emission standards of flares, vent pipes and other pollutants in public works are controlled as other discharge outlets

a) waste water category and pollutant category

waste water category is divided into production waste water, comprehensive waste water, domestic sewage, initial rainwater, circulating cooling water, etc. of the corresponding process (process)

the types of pollutants are the pollutant items in the emission standards, which are determined according to the national and local pollutant emission standards

b) wastewater treatment facilities

the name of wastewater pollution treatment facilities includes production wastewater pretreatment facilities, comprehensive wastewater treatment facilities, domestic sewage treatment facilities and others of the process (process)

c) wastewater treatment process

the treatment process of equipment cooling sewage, waste heat power boiler circulating cooling sewage and auxiliary production wastewater is generally the first-class treatment process. Domestic sewage treatment processes are generally primary and secondary treatment processes. The comprehensive wastewater treatment process generally carries out advanced treatment and other treatment processes

d) number of pollution control facilities and organized discharge outlet

number of pollution control facilities fill in the internal number of the pollutant discharge unit. If the pollutant discharge unit has no internal number, number and fill in according to the coding rules. The number of the organized discharge outlet can be filled in the existing number of the local competent environmental protection department, or numbered and filled in according to the coding rules. e) requirements for standardized setting of discharge outlet

the setting of discharge outlet shall comply with the provisions of relevant documents such as technical requirements for standardized regulation of discharge outlet (Trial) (Environmental Protection Administration [1996] No. 470), and if there are local requirements for standardized discharge outlet, it shall comply with local requirements

f) type of discharge outlet

according to the characteristics of waste water discharge of sewage discharge units, waste water discharge outlets include workshop or production facility discharge outlets and total waste water discharge outlets. In principle, the discharge outlets of workshops or production facilities that discharge class I pollutants and the sewage discharge units included in the list of key sewage discharge units of the water environment are the main discharge outlets, and the others are general discharge outlets

4 verification method of allowable emission limits

allowable emission limits include allowable emission concentrations and allowable emissions of pollutants. Allowable emissions include annual allowable emissions
